CARB Webinar - Public Workshop on Draft Regulatory Language and Updated Cost Assumptions for the Advanced Clean Fleets Regulation

The California Air Resources Board (CARB) invites you to participate in a virtual public workshop to discuss the proposed Advanced Clean Fleets (ACF) regulation. The ACF rulemaking is part of a comprehensive strategy to achieve a zero-emission truck and bus fleet by 2045 everywhere feasible and significantly earlier for market segments such as last mile delivery, public fleets, and drayage applications.
CARB staff previously held a public workgroup meeting in December 2020 and a public workshop in March 2021 to discuss draft concepts. The purpose of this workshop is to discuss the initial draft ACF rulemaking language and updated cost assumptions. The workshop will include two primary topics:
• An overview of the draft regulation language and discuss comments and questions. The draft regulation language will include proposed requirements for drayage trucks, high-priority fleets, public fleets, and to increase manufacturer ZEV sales requirements in 2040 to better align with the Governor’s Executive Order N-79-20.
• Updated cost assumptions being used to develop the Standardized Regulatory Impact Assessment.
This workshop will be held via GoToWebinar at the following date and time. Interested parties must register to participate.
Meeting materials will be made available in advance of the workshop on the Advanced Clean Fleets Meetings & Events website. Draft rulemaking language and cost assumptions will be made available for a 30-day comment period and will be posted online prior to the meeting date.

Background
Achieving California’s long-term air quality, climate, and public health goals will require a transition from the conventional combustion technologies to zero-emission everywhere feasible and near-zero-emission powered by clean, low-carbon renewable fuels everywhere else. Promoting the development and use of zero-emission trucks will contribute to the goals set in the Sustainable Freight Action Plan and will help achieve emission reductions as outlined in the State Implementation Plan, Senate Bill (SB) 350 (de León, Chapter 547, Statutes of 2015), Assembly Bill 32 (Nuñez, Chapter 488, Statutes of 2006), and SB 32 (Pavley, Chapter 249, Statutes of 2016). This effort is part of a broader strategy to increase clean, affordable transportation options such as zero-emission technologies, innovative methods to improve goods movement, and efficiency of transportation systems in California.
