Notice of CEC Joint Workshop with CARB and GO-Biz to Discuss the Fuel Cell Electric Vehicle (FCEV) Customer Experience

MONDAY, NOVEMBER 6 FROM 9:30AM-3:00PM PT. REMOVE ACCESS ONLY. The California Energy Commission (CEC) will host a joint workshop with the California Air Resources Board (CARB) and the Governor’s Office of Business and Economic Development (GOBiz) to discuss the customer experience at light-duty fuel cell electric vehicle refueling stations and the barriers to commercialization and deployment of fuel cell electric vehicles. The workshop will also provide an opportunity for residents who live near open and planned hydrogen refueling stations to give feedback on California’s network of hydrogen refueling stations.

The public can participate in the workshop consistent with the attendance instructions below. The CEC aims to begin promptly at the start time posted and the end time is an estimate based on the proposed agenda. The workshop may end sooner or later than the posted end time.

Agenda
This workshop will include presentations and discussions with hydrogen station developers, automakers, hydrogen fuel suppliers, fuel cell electric vehicle drivers, and residents who live near open and planned hydrogen refueling stations. Topics will include the Clean Transportation Program, hydrogen station location and development plans, low carbon hydrogen supply and costs, station reliability and equipment, and the consumer experience. Background
The CEC’s Clean Transportation Program has allocated nearly $267 million in public hydrogen infrastructure primarily for light-duty vehicles. California is expected to have 130 hydrogen refueling stations by 2027 with at least 7 stations capable of fueling medium- or heavy-duty vehicles. As of July 17, 2023, 65 stations have achieved open retail status. 

The 65 open retail stations can serve up to 56,000 FCEVs when operating at capacity, more than the fueling needs of 13,664 light-duty FCEVs estimated to be on the road as of June 30, 2023. However, station downtime and recent hydrogen price spikes undermine the customer experience.
Of the 65 open retail stations, 12 have been offline for more than 30 days. These open stations have operated at around 60 percent of their full capacity on average, due to maintenance, equipment failures, supply chain constraints, and hydrogen supply disruptions. To address these  barriers and give FCEV drivers confidence in the refueling network, both the state and industry stakeholders must work together.

In collaboration with CARB, Go-Biz, and industry stakeholders, this CEC workshop is intended to discuss the light-duty FCEV customer experiences at hydrogen refueling stations in California and identify new strategies to overcome key barriers.
