Work Group Meeting to Implement Fiscal Year 2020-21 Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP)
THURSDAY, JANUARY 7, 2021 FROM 9:00AM- 12:00PM PT. The California Air Resources Board (CARB) invites you to participate in a Webinar/Teleconference work group meeting on the implementation of Fiscal Year (FY) 2020-21 policy for the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) from the Board-approved FY 2020-21 Funding Plan for Clean Transportation Incentives (Funding Plan). Each year, staff conducts additional public process following Board approval of the Funding Plan to discuss implementation of approved policies and other administrative issues. In addition, staff will describe anticipated protocol to successfully reopen the project after more than a year of closure for new voucher requests. The meeting agenda is available.

Background
The Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP): HVIP is the cornerstone of CARB’s advanced technology heavy-duty incentives, providing funding since 2010 to support the long-term transition to ZEVs in the heavy-duty market, as well as supporting investments in other emerging technology to achieve substantial greenhouse gas reductions and help meet health-based ambient air quality standards. Voucher incentives complement other programs in CARB’s heavy-duty funding portfolio by providing a streamlined application process without requiring scrapping of an existing vehicle. HVIP achieves both immediate emission reductions and, as emphasized in Governor Newsom’s Executive Order N-79-20, supports the transformation of California’s vehicle and equipment fleet to zero-emitting where feasible.
The FY 2020-21 Funding Plan, approved by the Board on December 10, 2020, allocated $25 million of AQIP funds to HVIP and made several changes to project criteria. The policy modifications approved by the Board include lowering annual fleet voucher caps, introducing a rolling “soft” voucher cap for manufacturers, streamlined voucher tables and revised amounts, modified vehicle classification and eligibility criteria, and graduating conventional natural gas internal combustion engines.
