CARB - Public Meeting for Prospective Proposers to Walk Through the Notice for Request for Proposals Titled "HySTEP 2.0; Design, Build and Warranty"
TUESDAY, NOVEMBER 7 FROM 1:30 - 3:00PM PT. Join the California Air Resources Board (CARB) will host a public meeting regarding the Notice to Prospective Proposers for the Request for Proposals (RFP) titled “HystEP 2.0, Device Design, Build, and Warranty.” At this meeting, CARB staff will walk through the RFP, the requirements for the proposals, and the scoring matrix.

Background
With the introduction of more fuel cell electric vehicles (FCEVs) on California roadways and the need to electrify vehicles to reduce the impact of climate change, the need for available hydrogen refueling stations is growing and must expand rapidly to align with State goals. While State funding from the California Energy Commission (CEC) is helping to solve this problem, solutions need to be developed and implemented to help reduce the time to commission hydrogen stations and enable them to open for public use. To address this issue, new design specifications for an updated testing device were developed by a team from the National Renewable Energy Laboratory (NREL) with input from industry stakeholders and staff from the Governor’s Office of Business and Economic Development (GO-Biz), CEC, and CARB. This solicitation seeks services to transform the initial specifications developed by NREL into a fully specified HyStEP 2.0 design, build, test, and validate device performance, and provide training to State staff that will operate the HyStEP 2.0 Device (Device) in the future.
The Device is intended to be a surrogate for FCEVs and to make necessary improvements from a similar first-generation device currently operated by CARB. The HyStEP 2.0 Device will be capable of performing tests defined in the latest test method standard CSA Group Hydrogen Gas Vehicle (HGV) 4.3, able to complete at least 7 back-to-back 4kg fills using the latest CSA Group HGV “hourly fuelling capacity test procedure,” and provide the data needed to ensure that hydrogen stations meet the latest fueling protocol standard SAE International J2601 and back-to-back requirements.
